Apparently there is a way to only apply these mods to specific NPCs and not all of the same group, as seen in the regional katherine mod (https://gamebanana.com/mods/466472), i tried to edit the .ini in the busty nude katheryne mod posted here but failed miserably.

 

Hopefully someone smarter than me can do it.

OK, figured it out, now non-interactable NPCs will only break if you're close to katheryne and she's on the camera field of view, it's not perfect but better than before, don't need to set crowd density to low.
